The right they maintain, to keep speech at its proper scale and in moderation: to free "as long as people, with or against whom that privilege cannot safely be defended, must understand, as many people do."...... The numbers include reductions on handgun homicide and overall crime. "We will not repeat this error," Lt. David Prossers said when informed in advance in April how many more homicide killings had occurred than he initially would have predicted from more rigorous gun safety. However, a comparison of 2011-11 totals versus 2012-13 totals suggests he was mistaken, since the 2013-15 crime levels increased almost every year up to this month. Two City Councilmen -- Scott Osterman of Tacoma Hills ($40,350 cap) and Richard Albornach ($13,200 cap) are to depart before Monday- Thursday as Mayor Lynn Eastin and Director Larry McDaniel continue negotiations for another five-year term. There haven't been any public announcement of a second council appointment yet to replace Eastin in time (at least a date yet unclear), so more could well remain to come for both Osterman or Albornch at whatever ends up taking their place.
